In May 2018, the Professional and Amateur Sports Protection Act of 1992 was overturned, allowing states to individually determine the legality of sports gambling. Since then, thirty-nine states, along with Washington, D.C. and Puerto Rico, have legalized sports betting in some form. Among these states, thirty-two states have legalized online and mobile sports betting. This has led to an exponential growth in popularity of mobile sports betting services, such as DraftKings and FanDuel, and a corresponding rise in gambling related harm.

These betting platforms are especially popular among young men, including those in high school and college. In fact, the betting companies heavily market to this group, and have partnered with colleges to promote their platforms to students. Evidence suggests that the companies have even targeted young men that are not old enough to legally use these platforms.

Online gambling companies have designed their apps and online platforms to promote compulsive and rapid betting.
